Atlas Power Stone Locations
In all, there are 9 Power Stones. They can each be found on different PVE islands. Most of them are hidden underground, while the final stone is unlocked in a boss battle.
The unlock the stones, you will need Artifact Key. To get the key you will need to beat the island boss. These bosses are either a Hydra or a Dragon. After that, the key is good for two hours. To use it, simply interact with altar in the power stone chamber while you have the Artifact Key in your inventory. In addition to the stone, you’ll get other items like a new dance style, a journal inscription, and a higher level cap.
Locations and Stone Colors
C6 = The Blue Stone of Power (internal island name: Mnt_X_WR_PVE)
D12 = The Turquoise Stone of Power (internal island name: Mnt_S_WT_PVE)
F8 = The Green Stone of Power (internal island name: Cay_C_EE_PVE)
G3 = The Yellow Stone of Power (internal island name: Mnt_R_CH_PVE)
H6 = The Orange Stone of Power (internal island name: Mnt_R_CL_PVE)
M12 = The Red Stone of Power (internal island name: Mnt_G_ET_PVE)
O7 = The White Stone of Power (internal island name: Mnt_U_ER_PVE)
O14 = The Purple Stone of Power (internal island name: Mnt_Y_WU_PVE)
H8 = Center Maw (Boss fight cell)

Only one of these islands in the center is for PVE, so you will find it easily.
